Sweden Considers Establishing National Bitcoin Reserve

Swedish lawmakers are pushing for the creation of a national Bitcoin reserve, marking a potential shift toward recognizing the cryptocurrency as a strategic asset amid rising geopolitical tensions and global financial uncertainties. On October 1, 2025, members of the Sweden Democrats party, Dennis Dioukarev and David Perez, submitted a parliamentary motion titled “A Swedish Bitcoin Strategy” (Motion 2025/26:793) to the Riksdag, urging the government to investigate building such a reserve and determining the appropriate managing authority.

The proposal frames Bitcoin as “digital gold,” complementing Sweden’s existing gold and foreign exchange reserves, which are vulnerable to political, geopolitical, and economic risks. Proponents argue that Bitcoin’s fixed supply of 21 million units, independence from state monetary policies, and features like 24/7 trading and low maintenance costs make it an ideal hedge against inflation and a tool for diversification. By establishing a reserve, Sweden could position itself for a “disruptive shift in the global financial infrastructure” and join a “digital arms race” with other nations.

Funding Through Seized Assets: A Budget-Neutral Approach

To avoid taxpayer costs, the lawmakers suggest funding the reserve with Bitcoin confiscated by law enforcement, rather than purchasing it outright. Sweden’s November 2024 law allows authorities to seize luxury items, including crypto, from individuals unable to justify their wealth, with over $8.4 million in assets already confiscated. This mirrors strategies in the U.S., where seized assets fund a national Bitcoin reserve under the bipartisan GENIUS Act and President Trump’s March 2025 executive order. The motion also calls for preserving Bitcoin’s legal status and rejecting a central bank digital currency (CBDC), emphasizing monetary independence under the Riksbank Act.

Sweden currently holds no publicly disclosed Bitcoin. The Finance Committee is scheduled to review the proposal on October 15, 2025, where debates on feasibility, management, and broader implications will take place.

Building Momentum: From Earlier Calls to Global Trends

This motion builds on prior advocacy within Sweden. In April 2025, Dioukarev and Centre Party MP Rickard Nordin urged Finance Minister Elisabeth Svantesson to include Bitcoin in reserves, citing its role as a store of value and hedge against inflation. Nordin highlighted Bitcoin’s support for freedom in authoritarian regimes, aligning with Sweden’s democratic values. Swedish companies like H100 Group AB and Refine Group AB have already adopted Bitcoin treasury strategies, with stock surges following announcements.

Globally, nations like El Salvador and Bhutan hold Bitcoin treasuries, while the U.S., UK, Finland, and Kazakhstan have accumulated assets through seizures or state initiatives. U.S. states such as Texas, Arizona, and New Hampshire have enacted reserve laws, and Poland, Latvia, and the Czech Republic are considering similar moves. Sweden’s proposal could make it the first Nordic country to pursue this formally, potentially influencing EU discussions under MiCA regulations.

Implications for Sweden and the Crypto Landscape

If approved, the reserve could enhance Sweden’s financial resilience, signal openness to digital innovation, and attract institutional interest in its 85 crypto firms, which have raised $48 million in funding. However, challenges include Bitcoin’s volatility, regulatory caution in the EU, and the need for secure custody and management frameworks. Sweden’s Financial Supervisory Authority oversees crypto under MiCA, but the proposal avoids direct purchases to minimize fiscal risks.

This move underscores Bitcoin’s evolution from speculative asset to potential sovereign reserve, potentially accelerating nation-state adoption and reshaping global finance. As discussions progress, Sweden’s decision could inspire other European nations to explore similar strategies.
